Description:
The purpose ofthis term of reference is to hire a legal entity to support the FederalGovernment in the development of a strategy to expand the availability andaccess to technical assistance and rural extension (ATER) for environmentalregularization in rural properties, in the Amazon and Cerrado biomes.SpecificObjectives i. Map the main difficulties for the expansion oftechnical assistance and rural extension (ATER) actions aimed at environmentalregularization; ii. Identify public and private organizations with thecapacity to offer ATER services; iii. Map and indicate the potential to articulate andformalize partnerships, aiming to expand the service network for ruralproducers; iv. Present potential arrangements and estimate the costsof implementing the ATER network; v. Identify policies and instruments that can increaseavailability, including budgetary resources, funds, installed capacities, aswell as development gaps and needs in such aspects; vi. Formulate a strategy to expand the availability,quality and access to ATER for the purpose of promoting rural environmentalregularity; and vii. Formulate a strategy for the training of ATERtechnicians, considering techniques, standards and procedures related to ruralenvironmental regularization (Law No. 12,651/2012 and its decrees).All thespecific objectives presented above focus on the territorial limits of theAmazon and Cerrado biomes.
