  • Tenders are invited for Supporting the Implementation of the Eu-Oecd Programme on Promoting Economic Resilience in Yemen 1.1 Strengthen governance systems of key economic institutions in Yemen 1.1.1 A Organise a workshop and introductory webinar with government officials on the institutional underpinnings of key economic institutions, including the Central bank. Emphasis will be placed on the international experience with functions, mandates and structure of central banks, relations between the monetary authorities and the Treasury (Ministry of Finance), and the delineation of functions between the Treasury and the Central Bank. The policy dialogue and training would also look at the implications of effective conduct of monetary policy and central bank operations for macroeconomic performance. Central Bank Ministry of Finance TBD 1.1.2 A Organise a workshop and an introductory webinar as well as trainings of government officials on the regulation of product (non-financial) market activities, with emphasis on the reconstruction needs in areas such as network industries (transport, telecoms, electricity and gas) and professional services. Attention will be focused on the engagement of the State in the economy, firm entry and exit regulations, etc., and on the implications of effective market regulations for investment, productivity and growth. TBD 1.1.3 A Organise a workshop and an introductory webinar with identified key institutions to engage in a policy dialogue on key features of fiscal and budgetary systems including the importance of expenditure controls, strengthened cash management and prioritising expenditures. 1.1.4 B Conduct two capacity building workshops for key officials from Yemeni public economic institutions with the purpose of developing a medium term budget approach and raise awareness on the integration of gender budgeting Central Bank Ministry of Finance 1.3.1 A Conduct one workshop with a prior introductory webinar with the aim of discussing Financial Regulation tools and provide guidance on their implementation in the context of Yemen. A subsequent summary report will be drafted as part of this activity Ministry of Finance Central Bank Banks 1.3.2 A Organise one introductory webinar, one workshop and one OECD training programme including both private and public institutions for policy dialogue and capacity building on risk management, system design and policy implementation (i.e. Basel tools, activities based tools etc.) Ministry of Finance Central Bank Banks 1.3.3 A Conduct two OECD training programmes on public debt and macro financial data collection and analysis with public financial experts to promote financial sector risk surveillance, resilience and policy decisions.
