This term of reference aims to hire a specialized consultancy to support the team of the Ministry of Finance and the National Commission of Bioeconomics in the strategic conduct of mapping, prioritization and proposition of financial instruments aimed at the implementation of actionsof the National Bioeconomic Development Plan. To achieve this objective, the consultancy must: map financial instruments available from national and international, public and private capital sources, focusing on the needs of CNBio's technical groups. This mappingYou should consider access requirements for each type of source, your compatibility with the program objectives, necessary adaptations and the risks involved. Analyze and prioritize the identified financial instruments, based on criteria such as cost, availability,predictability, sustainability of capital and financial modeling. The analysis should indicate gaps, risks and opportunities, as well as to define the most appropriate instruments to the specific demands of each CNBio technical group. Propose new financial mechanisms and presentRecommendations for improving or customizing existing instruments, as well as suggesting innovative solutions, financing channels and tax incentives.
