- Expression of Interest are invited for Structuring a Mobility Fund for Sustainable Mobility in the State of Bahia (Brazil). Publication Date: 05/23/2024 12:00 AM EDT EOI Deadline: 06/10/2024 11:59 PM EDT The objective of this assignment is to assist the Government of Bahia, specifically the State Secretariat of Urban Development (SEDUR), in designing a Mobility Fund to support the operation of the public transit systems throughout Bahia-s territory. The Mobility Fund aims to improve mobility alleviate congestion, improve accessibility, and support inclusive and environmentally friendly mobility solutions across the region. The proposed work will cover the following key components (to be confirmed in RFP stage): 1 (1) In collaboration with SEDUR, conduct a comprehensive assessment of the capital and operating costs of sustainable mobility initiatives undertaken by the State of Bahia, including all public transportation systems in the metropolitan region of Salvador. The goal is to define the funding and financing requirements to support these operations. 2. (2) Conduct a comprehensive assessment of the public transit fare policy in the State of Bahia, including fare prices, supply and demand-side subsidies, and fare integration between transport systems. 3. (3) Prepare pertinent case studies detailing existing Mobility Funds in Brazil and other countries, focusing on their technical, financial, legal, and governance aspects, with relevance to Bahia's context and the operation of its public transport systems. 4. (4) Develop a detailed design for the Mobility Fund tailored to the specific needs and priorities of Bahia-s public transportation. This includes defining its governance structure, funding sources, project selection criteria, application process, and monitoring and evaluation mechanisms. This also includes estimating the potential revenue from the identified sources of funding, including the simulation of different scenarios. P (5) Prepare a comprehensive roadmap for the implementation of Bahia-s Mobility Fund. This should outline timelines, milestones, resource requirements, and capacity-building activities necessary to support the operational needs of all public transportation systems in Bahia.
