• Tenders are invited for Safe and Inclusive Infrastructure to Enhance Children-S Access to Schooling in Rio De Janeiro The assignment aims to provide analytical and technical support to the municipality of Rio de Janeiro in its efforts to design and implement an ambitious, long-term program to ensure safe access to schools for children, with a particular focus on high-risk neighborhoods and the needs of children living with overlapping vulnerabilities. The municipality-s On the Way to School (A Caminho a Escola) program builds upon the results of the pilot program launched in December 2021 and sets a target to implement the program in at least 18 schools per year (nursery schools and elementary schools). In the rollout of the program, the municipality is looking for technical assistance to better define the overall intervention package for each school that would be required to increase school accessibility in a broad sense of the term, and to be able to eventually evaluate the impacts of the interventions on the children-s schooling behaviors and wellbeing.As part of the assignment, the Consultant will be expected to conduct comprehensive data collection to understand the mobility behaviors of children, parents, and school staff; the constraints that inhibit children from accessing schooling, including primarily road safety issues, but also broader issues such as crime and violence that may be enabled by the physical environment around schools (e.g., poor lighting), and physical accessibility issues of school buildings for children with disabilities; and the road safety characteristics of the school perimeters (via formal road safety audits). In addition to serving as a decision-making tool for the municipality to design the most relevant intervention packages, the data collection will also serve as a baseline for eventually being able to evaluate the impacts of the overall on the Way to School program. In the data collection and sampling, special attention will be paid to girls, children with disabilities, and children living with several overlapping dimensions of vulnerability.
