- Brazil has applied and been approved for an Implementation Support Grant (ISP) under the Partnership for Market Implementation (PMI). Brazil-s ISP is centered around providing technical assistance to the Brazilian government to support and facilitate the design and implementation the national Emissions Trading System (ETS), in accordance with the legislative framework set out in the recently approved Sistema Brasileiro de Comércio de Emissões (SBCE) Law, including its supporting infrastructures.To support Brazil-s planned implementation of the ETS within the timeframe of ETS Law, significant efforts are needed to enhance institutional and technical capacities within the GoB and also among regulated agents. In addition, early priorities for the GoB include a detailed assessment of ETS design options and policy interactions, as well as development and implementation of (i) the GHG MRV system, (ii) governance structures for enforcement, (iii) supporting infrastructure, such as trading and auction platforms and the registry system, (iv) market oversight mechanisms, and (v) a comprehensive strategy for communications and stakeholder engagement.The PMI implementation grant will be managed by the World Bank, building on the successful partnership established between the Ministry of Finance and the World Bank through former phases of the PMR and JiT PMI. This engagement is focused on capacity building. The firm(s) will support the World Bank TaskTeam in providing technical assistance to the Government of Brazil towards the planningand implementation of capacity-building processes under Brazil-s SBCE, as partof ensuring transparency, inclusivity, and readiness for system implementation.As such, this assignment will require a close collaboration with the Governmentof Brazil, in particular the Ministry of Finance and the Ministry ofEnvironment as well as with other governance bodies of the SBCE.
