Description:
The WorldBank, through an analytical and advisory activity funded by the Mobile Phone Datafor Policy Program (under the Global Data Facility), aims to mainstream the useof mobile phone data (MPD) into key planning activities and monitoring andevaluation approaches used by Brazil-s digital, transport, urban development, tourism, disaster risk management, and possibly other sectors, to enable more comprehensive,efficient, affordable, and real-time planning responses and robust ex-ante and ex-postevaluation of investments and policies. Amongothers, the activity directly supports Brazil's efforts at improving urbantransport services, including e-bus deployment. While in-depth survey data willstill be needed for long-term planning purposes and various socioeconomicinsights, frequently updated MPD data can effectively inform real-time, efficientpolicy responses. For example, MPD-based OD matrices for the largestmetropolitan areas, disaggregated by socioeconomic characteristics and mode oftravel, will allow inferring the gender- and income-group specific travelpatterns and needs and identifying infrastructure investments that would bestserve specific population groups such as women or low-income people.In additionto the analytical outputs and insights, the activity aims to build thetechnical capacity of federal and subnational government entitiesin Brazil to use MPD-based insights in planning.The World Bank requires the support of aspecialized consultancy firm (Consultant) in developing analytical tools,insights, and technical capacity training for public sector decisionmakers onthe use of mobile data in planning.
