- Brazilian cities face a range ofchallenges that hinder their ability to advance climate mitigation andresilience initiatives. These challenges include limited institutional andtechnical capacities at the local level, which restrict the ability of municipalgovernments to identify, budget for, and implement strategic investments. Thereis also a lack of bankable project pipelines, as cities often do not have thenecessary technical studies and engineering designs. Furthermore, access tofinancing is constrained, both by fiscal limitations and by the aforementionedgaps in capacity and project preparation.This consultancy is part ofthe World Bank-s support to the Brazilian Federal Government-s Green andResilient Cities Program (Programa Cidades Verdes e Resilientes - PCVR),which is managed jointly by the Ministries of Environment and Climate Change(MMA), Cities (MCid), and Science, Innovation and Technology (MCTI), and willbe supported by the City Climate Finance Gap Fund.The main objectives of theconsultancy are (i) to conduct a comprehensive needs assessment ofthe current and projected demand for climate-related investments at the locallevel, within the framework of the green and resilient cities agenda inBrazil, and (ii) to identify, evaluate, and recommend viable modelsand operational frameworks for a climate finance accelerator tailored toBrazilian cities.
