Description:
Expression of Interest are invited for E&S Consultant for Road Project in São Paulo, Brazil The scope of work consists of a desktop review of existing literature, key informant interviews, field surveys, assessment, and expert opinion, culminating in a concise scoping report that identifies, and preliminarily assesses the key E&S risks and impacts and outlines the proposed mitigation measures. In addition, several annexes are to be included in the scoping report: (i) a gap analysis of the E&S legislative framework versus IFC PS; (ii) a map of roles and responsibilities within the public party for E&S matters, (iii) a budget with estimates for implementation of mitigation measures; (iv) relevant policy, legal and administrative framework, and, (v) detailed terms of references for specialized E&S studies and frameworks. The results of the E&S Scoping Study will then be used to formulate Project specific E&S obligations to be recommended for inclusion in the draft concession contract. In addition to the scoping report, the Consultant will support IFC Advisory with regards to E&S issues during marketing and implementation of the competitive bid process. This may include any of the following activities and provided upon IFC Advisorys request. E&S inputs for the preparation of the Project Information Memorandum and E&S aspects of road show presentations and marketing efforts. Preparation of E&S data to be made available in the virtual and physical data rooms. Support during the drafting of the bidding documents (e.g., technical specifications) and support during the bidding process (e.g., by replying to relevant bidders questions).
