Description:
Expression of Interest are invited for E&S Consultant for Rail Project in Brazil. The International Finance Corporation (IFC) is being considered by a government-client in Brazil to be the lead advisor to structure and promote a PPP program for a 1900 km railway corridor (the Project) in Brazil, through which 4 railway segments will be awarded as O&M or DBFOM (Design, Build, Finance, Operate and Maintain) concessions to the private sector. 2-Objectives The work under this assignment is focused on Environmental and Social (E&S) aspects of the Project. The main objective of the consultancy is to identify major E&S risks of the Project and suggest mitigation measures consistent with the IFC Performance Standards (IFC PSs). The consultancy will and advise IFC and the government-client on: (i) major E&S risks and impacts of the Project (across all its phases and components) and associated cumulative landscape level effects; (ii) main avoidance, mitigation, and management measures to address identify risks, impacts, and cumulative landscape effects in line with IFC PSs and national legislation, including ways to de-risk the Project before tendering; (iii) allocation of responsibilities for the development and for the implementation of such measures. Scope of Work A detailed scope of work shall be provided to shortlisted consultancies. In summary, the assignment comprises of the following tasks: (i) identification of cumulative landscape level risks and impacts, as well as associated facilities related issues; (ii) identification of improperly assessed risks, impacts, E&S legacies and liabilities in existing studies, licensing processes, and built / being built railroad segments; (iii) gap analysis between local legislation/practices and IFC PSs and recommendations of necessary contractual provisions/mechanisms to close identified gaps; (iv) identification of key E&S risks and aspects to factor into the selection of the final alignment for the rail segments still under planning; (v) identification of key risks of the O&M / DBFOM phases; (vi) definition of recommendations and responsibilities to manage identified risks, impacts, and cumulative landscape effects in line with IFC PSs and national legislation; (vii) development of the E&S CAPEX and OPEX estimates to be included in the financial modeling; (vii) support at public consultation/hearings, market sounding/promotion and the bidding stages Publication Date: 18-Apr-2022 Expression of Interest Deadline: 02-May-2022
