  • Environmental and Social (E&S) Early Assessment (Phase 0) for an Urban Mobility PPP Program - Brazil PROJECT BACKGROUND A Brazilian subnational (the Client), has sought IFC to act as the lead advisor for the design, structuring and implementation of a comprehensive Urban Mobility Program (the umbrella β€œProject”). The Project is current composed of four greenfield and brownfield lots. SCOPE OF WORK The scope of work consists of a pre-feasibility (Phase 0) environmental and social (E&S) screening of the Project-s existing and planned rail lines. The E&S consultant will review existing studies to identify key E&S risks and opportunities as well as gaps with the IFC-s Performance Standards (PS), and alignment of the lines will be reviewed for red flags. The E&S consultant will use the outcome of these reviews to inform early discussions with the Client on how to bridge the gaps with IFC PS requirements, including the allocation of key risks. The screening will include (but is not limited to) the following: * Collect information on the existing workforce and benchmark the workforce.* Identify PS3 and PS4 related red flags and gaps in the existing studies. * Review physical and economic displacement risk in order to identify red flags and gaps with PS5.* Review existing studies and map the existing and planned alignment against priority biodiversity values including nationally protected and internationally recognized biodiversity areas, in order to identify red flags and gaps with PS6.* Review existing studies and map the existing and planned alignment against indigenous peoples and Quilombola lands in order to identify red flags and gaps with PS7. A core component of the deliverable will be to use ArcGIS to map the existing and planned alignment and overlay a visual indicator of sensitivity based on PS5, PS6, PS7 and PS8. IFC will provide guidance on what should constitute Low, Medium, High, and Very High sensitivity. The consultant will grant IFC access to its cloud-based ArcGIS license for a defined period of time and a defined number of users. A limited site visit may be required to ground truth specific high-risk aspects. Routing and siting of the planned alignment may require tradeoffs to be made among E&S values, for example between involuntary resettlement and priority biodiversity values. Based on the outcome of the pre-feasibility work, the E&S consultant will present guidance to the Client on a robust route selection process based on the mitigation hierarchy. This guidance will include a proposed assessment of alternatives methodology, (demonstrating the rational for the selected alignments and sites). Full details of the scope of work will be provided in the Terms of Reference. N.B. This β€œPhase 0” desk-based pre-feasibility work may be followed by the tendering of a corresponding β€œPhase 1” detailed E&S Scoping Study. E&S CONSULTANT QUALIFICATIONS AND EXPERIENCE The E&S Consultant should have demonstrated previous experience in the following areas: (i) E&S due diligence, ESIAs, E&S scoping studies using IFC PS and the World Bank Environmental Health and Safety Guidelines; (ii) E&S assessments for rail / light rail projects; (iii) socio-economic studies, and stakeholder/community engagement and consultation; (iv) land acquisition and resettlement; (v) capacity to communicate the subject matter in Portuguese. The E&S Consultant should be prepared to develop and deliver presentations to the client in Portuguese. The key team members shall have the following professional qualifications and experience: * Lead Environmental Specialist: IFC PS expertise, track record on E&S impact assessment/ auditing of infrastructure projects, preferably linear infrastructure, with a minimum of 15 years of relevant experience. * Biodiversity Specialist: Nationally or internationally recognized biodiversity professional with strong and proven expertise in biodiversity conservation and experience working in similar habitats in Brazil. Minimum of 15 years of experience in biodiversity risk assessment, management, and monitoring and minimum of 7 years of direct and relevant experience in IFC PS6 aligned assessment, planning, and monitoring. * Lead Social Specialist: IFC PS expertise, with a track record of social impact assessments, public consultation, livelihood restoration and resettlement for infrastructure projects in a way consistent with IFC PS5. Minimum 15 years of relevant experience, with knowledge and experience of qualitative and quantitative methods/ secondary and primary data collection and analysis, including focus groups, key informant interviews, socio-economic surveys, and census. Ability to screen applicable national laws and regulations relevant to the social component of the project.* Indigenous and Traditional Peoples Specialist: with a minimum 10 years of relevant experience with indigenous peoples and Quilombola communities in Brazil, including experience with IFC PS7. * Local E&S Specialist: familiarity with (i) E&S aspects of the region/area and local context, (ii) impacts of rail / light rail projects, and (iii) applicable national/local legislation.
