Description:
The World Bank, with support from Korea, is assisting Brazil-s Ministry of Labor and Employment in strengthening its Labor Market Information System (SIMT). The initiative aims to integrate and modernize labor data services into a unified platform to improve decision-making at all levels. A key component is the development of a Critical Occupation List (COL) to identify strategic occupations facing shortages. The COL is built using a combination of quantitative data analysis and employer consultations, helping to guide skills development, training policies, and workforce planning.The objective ofthis consultancy is to support the development of a Critical Occupation Listfor Brazil carrying out the bottom-up and dovetailing steps, a structuredrequest for input from external stakeholders (such as employers, industryassociations, unions, training providers, and others) that combines qualitativeand quantitative insights on labor market needs. This robust market analysis shouldbe carried out with a simple and short survey and consultation with firms andother stakeholders with the purpose of validating the quantitative analysisfindings, identifying emerging or hard-to-measure occupations that may notappear in standard labor market data, understanding sector-specific challenges, and collect real-timeinformation on workforce needs, especially in rapidly evolving sectors.
