• Expression of Interest are invited for CGAP Open Finance Study - Brazil. Publication Date: 12-Jan-2023 Expression of Interest Deadline: 07-Feb-2023 CGAPs Data project aims to help low-income people benefit from financial services that build on increasingly rich data trails and support income-generating opportunities and resilience. We identify existing use cases and underlying enablers to encourage providers and policymakers in low- and middle-income countries to build modern, inclusive data ecosystems and use data to the benefit of poor people while protecting them against newly emerging risks. As part of the work to build an inclusive data ecosystem, (defined as a complex system of relationships and interactions that consists of various elements such as public and private sector players, infrastructure, rules, capabilities, and technology, where data related to low-income individuals is generated, processed, analyzed, shared, and used in design and delivery of inclusive and responsible financial services to those individuals), we will analyze the current state of open banking and/or open finance (OF) regimes implementation in Brazil. OF is becoming an important component of inclusive data ecosystems across countries, and uptake in Brazil is progressing. The Vendor will analyze the current state of OF implementation in Brazil and establish a baseline for future impact measurement and progress monitoring. By exploring the early stages of OF implementation in Brazil, CGAP can draw lessons for the public and private sector, highlight key aspects of the Brazilian experience that could provide valuable insights to other countries prospecting similar initiatives, and establish a measurement baseline for OF-related financial inclusion (to guide the effort, we have outlined a theory of change that suggests how open finance can possibly lead to more inclusive finance see annex). Key research questions are: (i) who knows about and who is using OF in Brazil (how often, for what purposes)?; (ii) what are the existing use cases and their uptake (what has customer experience been)?; and (iii) what has worked well and what has not worked for various stakeholders? Learnings will be shared with our primary audience of open finance stakeholders in Brazil, financial sector policymakers and financial services providers globally.
