• Description:
• The objective of theactivities in this TOR is to develop a deep technical understanding of sector-specificaspects to inform the final design of the SBCE, including scope, coverage andMRV requirements. Accordingly, it relates to Items 1.3, 4.1, 4.2, 4.3, 4.4, andelements of Items 7.1, of Brazil-s ISP. The firm(s) will support the World BankTask Team in providing technical analysis to inform key policy decisions on theinclusion of industrial subsectors under the SBCE and on refining SBCE featuresto align with the specifics of these industrial sectors, while ensuring fullcompliance with the SBCE legal framework. The work shall seek to maximize theeffectiveness and the efficiency of the SBCE in reducing GHG emissions of thesesectors in alignment with Brazil-s NDC targets, “Plano Clima” and long-termdecarbonization strategy, while also mitigating potential negativecompetitiveness impacts and conflicts with other sector policy objectives, inparticular broader economic and industrial development goals. Focusing on theiron and steel, cement, aluminum, chemicals (including fertilizers), pulp andpaper, glass, mining and ceramics subsectors, this support will provideanalysis to guide decision-making on:1. The scope of gases, activities, and sources tobe regulated;2. Thresholds for participation;3. The sequencing of regulatory obligationsacross these industrial subsectors; and4. Any other design features of the ETS necessaryto achieving the above-mentioned objectives, including implications for MRVA approaches,and rules and emissions monitoring methodologies amongst other relevantfeatures identified during the engagement.This may include:1. Sector- and facility-level emission profiles;2. Review of sector-level abatement costs andpotentials;3. Sector-level MRV readiness assessment;4. Assessment of sectoral regulatory needs andabilities, including administrative capacities and constraints;5. Assessments of policy interactions and reformoptions to ensure the efficiency of the SBCE...
