Description:
Brazil has applied and been approved for an Implementation Support Grant (ISP) under the Partnership for Market Implementation (PMI).Brazil-s ISP is centered around providing technical assistance to the Braziliangovernment to support and facilitate the design and implementation the nationalEmissions Trading System (ETS), in accordance with the legislative frameworkset out in the recently approved Sistema Brasileiro de Comércio de Emissões(SBCE) Law, including its supporting infrastructures. To support Brazil-s planned implementation of the ETS within thetimeframe of ETS Law, significant efforts are needed to enhance institutionaland technical capacities within the GoB and also among regulated agents. Inaddition, early priorities for the GoB include a detailed assessment of ETSdesign options and policy interactions, as well as development andimplementation of (i) the GHG MRV system, (ii) governance structures forenforcement, (iii) supporting infrastructure, such as trading and auction platformsand the registry system, (iv) market oversight mechanisms, and (v) acomprehensive strategy for communications and stakeholder engagement.The PMI implementation grant will be managed by the World Bank, buildingon the successful partnership established between the Ministry of Finance andthe World Bank through former phases of the PMR and JiT PMI. This engagement is focused on developing a stakeholder engagement and communications . The firm(s) will supportthe World Bank Task Team in providing technical assistance to the Government ofBrazil towards the design of a stakeholder engagement plan and a communicationsstrategy for Brazil-s SBCE, as part of ensuring transparency, inclusivity, andreadiness for system implementation. As such, this assignment will require aclose collaboration with the Government of Brazil, in particular the Ministryof Finance and the Ministry of Environment as well as with other governancebodies of the SBCE.
